Yes, you can earn your XPs (in the form of various Arcana points) to improve your skills. Magical alphabets are also a skill. But although the rules don't say so, I don't think it makes a lot of sense if somebody picks up a whole new alphabet all of a sudden. I'd prefer if some in-character time was devoted to finding an instructor or obtaining a book or something. (Which probably also earns you Arcana points in the process.)

Contacts and allies are not bought with XP, but you could pick up some more skills.
